Cary A. McGregor is a Vice President of Platt Sparks & Associates Consulting Petroleum Engineers, Inc. He joined the firm in 1984, after receiving his Bachelor of Science Degree in Petroleum Engineering from the University of Texas at Austin, as a petroleum engineer responsible for field development studies, reserve estimates, reservoir recoveries and well performance analysis. He has extensive experience in reserve valuation studies and fair market value property appraisals prepared on behalf of operators, royalty owners and trusts. His expertise includes studies and analyses of enhanced recovery projects, reservoir simulation, tight gas evaluations, well log analysis and well test analysis.

Cary has conducted engineering studies for presentation in regulatory hearings, arbitrations and court litigation. He has experience in testifying before the Railroad Commission of Texas ("RRC") and as an expert witness. He is a recognized regulatory expert and has been assisting and advising operators on RRC rules, regulations, and compliance issues for over 20 years. He has been involved in all phases of regulatory work concerning field development rules, field consolidations, well spacing and allowable exceptions, new field discovery, reservoir commingling applications, tight gas sand and enhanced oil recovery project certifications. Cary, also, has experience with the Environmental Services and Pipeline sections of the RRC related to fluid injection well permitting and other environmental monitoring and compliance issues.

Cary oversees the in-house application of specialized regulatory and governmental agency databases and computer systems. He has extensive experience in large-scale database and computing projects including market value studies, ratable take, gas proration and deliver ability studies and other specialized projects.

Prior to his graduation, Cary worked at Platt, Sparks & Associates as an engineering assistant and graduate engineer. He also has oil field experience as a roughneck working in the Deep Anadarko Basin in Oklahoma with Unit Drilling & Exploration and TRG Drilling. In addition, Cary worked with MGF Drilling Company in the Giddings Austin Chalk play.

Cary is a current member of the Society of Petroleum Engineers and a current officer of the Society of Petroleum Evaluation Engineers.
